Vom 25. – 26. April 2023 hat der Fonds Soziokultur zu dem zweisprachigen Bundeskongress „Kultur selber machen. Profile und Transformation in der Soziokultur“ in Berlin eingeladen, um Transformationen von Gesellschaft und Kultur, die wir seit drei Jahren erleben, zu diskutieren und mit den NEUSTART KULTUR- Erfahrungen auf Praxis, Förderung und Politik für kulturelle Demokratie zu blicken.

Ausgangsfragen und Orientierungspunkte des Kongresses waren: Was kann Kultur zur Gestaltung einer gerechten Gesellschaft beitragen? Wie können wir die Erkenntnisse der soziokulturellen Arbeit und Kulturförderung durch das Programm NEUSTART KULTUR der Beauftragten der Bundesregierung für Kultur und Medien für die Zukunft nutzen? In den anhaltenden Krisen sind alle Beteiligten aus Kulturarbeit, Politik und Verwaltung gefragt, als anpassungsfähige Akteur*innen, Kultur aufrecht und bedeutsam für alle zu erhalten. Aber welche Profile der Praxis und Förderung sind jetzt erforderlich? Warum tun wir, was wir tun und welche Veränderungen und neuen Beziehungen zwischen Kunst und Gesellschaft, der (internationalen) Förderung und Praxis sehen wir?

Zusammengekommen sind Akteur*innen der Soziokultur aus Verbänden, Geförderten, freien Kunst- und Kulturschaffenden, Politik und Verwaltung. Der programmatische Fokus lag auf der Reflexion und Evaluation von NEUSTART KULTUR und die Empfehlungen aus den Erfahrungen der letzten drei Jahre. Der Förderbedarf für die freie Kulturszene nach Auslaufen des Sonderprogramms war ebenso Thema wie die Aufstellung der Verwaltung und relevante Zukunftsthemen. Ein besonderer Kongressschwerpunkt lag auf Internationalität in der Kulturförderung und den Blick über den nationalen Tellerrand, wie durch das bilaterale Partnerschaftsprogramm „Cultural Bridge“ des Fonds Soziokultur repräsentiert.

Teilnehmende konnten in Workshops einen Einblick in aktuelle Themen und innovative Methodenvielfalt geförderter Projekte und Einrichtungen erhalten. Im Grand Beauty Salon konnten sie sich mit der Frage beschäftigen, wie wir eine Gesellschaft gestalten, in der sich alle aufgehoben und getragen fühlen können?

Das nun vorhandene Wissen um widerstandsfähige und gesellschaftlich bedeutsame Kulturpraxis und Kulturförderung könnte die Basis für eine innovative Bundeskultur sein, die Demokratie durch Kulturelle Mitgestaltung stabilisiert.

From April 25 – 26, 2023, Fonds Soziokultur has invited to the bilingual federal congress „Doing Culture. Profiles and Transformation within Social Culture“ in Berlin to discuss the transformations of society and culture that we have been experiencing for the last three years and to look at relevant practice, funding and policy for cultural democracy with the experiences from NEUSTART KULTUR.

Starting questions and points of orientation of the congress were: In what way can culture and the arts contribute to shaping a just society? How can we benefit from the findings of sociocultural work and the support of the arts through the programme NEUSTART KULTUR of the Federal Government Commissioner for Culture in the future? In the ongoing crises, it is a challenge to all stakeholders working in the arts and culture, in politics and administration to adapt and help maintain the arts and their significance for all. But what kind of practice and funding profiles are needed at this point in time? Why do we do what we do, and what changes and new relationships between the arts and society, between (international) funding schemes and artistic practice have we noticed?

Stakeholders in the field of social culture from associations, funded organizations, independent artists and cultural workers, politics and administration came together. The programmatic focus was on the reflection and evaluation of NEUSTART KULTUR and the recommendations for action from the experiences of the last three years. The future funding needs for the independent cultural scene after the expiration of the special program were also a topic, as were the set-up of the administration and relevant topics for the future. A special focus of the congress was on internationality in cultural funding and looking beyond national borders, as represented by the bilateral partnership program „Cultural Bridge“ of the Fonds Soziokultur.

Participants were able to gain an insight into current topics and innovative methods of funded projects and institutions in workshops. In the Grand Beauty Salon, they were able to address the question of how we can create a society in which everyone can feel supported and cared for?

The knowledge we have gained about resilient and socially relevant cultural practice and the funding of the arts can form a potential basis for an innovative federal culture that stabilizes democracy through cultural participation and co-creation.

Zwei Tage, zweihundert kluge Köpfe, internationale Beziehungen, Politik, Praxis, Ausstellung, Musik, Straßenmode, Evaluationen und Schönheitssalon: Das war der Kongress des Fonds Soziokultur im bUm in Berlin vom 25.-26. April 2023 im Rahmen des BKM-Programms NEUSTART KULTUR. Es war nach drei massiven Krisenjahren mit und ohne Kontaktsperren ein deutliches Signal aus der Szene, der Politik und der Verwaltung.

Es gab etwas zu feiern in Berlin, einen „Pool an Reichtum“, der im Rahmen der Neustart-Förderprogramme des Fonds Soziokultur entstanden ist. Seit Beginn der Pandemie konnten rund 1.500 Zentren, Initiativen und soziokulturelle Projekte (und vor allem auch Prozesse) mit 34 Mio. € unterstützt werden. Was passiert jetzt und in Zukunft mit den angesammelten Ideen und Erfahrungen, wie verändern sie die Soziokultur?

Through the €32m NEUSTART programme, the German federal fund — Fonds Soziokultur offered process-based for the first time. Abhay Adhikari directed the support programme for successful applicants. In this keynote, he shares insights gained from this Re:Vision — how we started with big ideas and implemented them in a series of small steps. He will offer practical insights to explain what concepts, such as interdisciplinarity, internationalization, diversity, and inclusion, look like in actual practice. The value of investing in international relationships is greater now than ever before, especially having experienced such isolation through a global pandemic, and Brexit. The need to reach out for human interactions, discover common ground, and look for solutions together is definitely on the rise.
