What have we learned? Three perspectives on NEUSTART KULTUR and its outcomes
Die erste Förderphase des Sonderprogramms NEUSTART KULTUR beim Fonds Soziokultur von 2020-2021 beinhaltete fünf thematisch gebundene Projektförderungen in acht Monaten. Es wurden rund 560 Vorhaben gefördert. Die erste Phase hat das Institut für Kulturpolitik der Kulturpolitischen Gesellschaft, Ulrike Blumenreich und Dr. Henning Mohr, evaluiert.
Die zweite Phase des Programms, Profil: Soziokultur, stellte als Konsequenz aus der ersten Evaluation die Prozess- und Organisationsentwicklung von krisengeschüttelten Einrichtungen und Initiativen in den Mittelpunkt. Diese Phase mit rund 650 geförderten Einrichtungen in 2022 wurde von EDUCULT aus Wien hinsichtlich der Ziele durch Dr. Angela Wieser und Helena Deiß untersucht. Die dritte Perspektive bringt Inez Boogaarts ein, die als freie, international tätige Kulturberaterin 20 Einrichtungen der Profil-Förderung in Fallstudien intensiver beleuchtet hat.
Die Evaluationen geben Einblick in die Wirkungen der NEUSTART-Förderungen durch den Fonds Soziokultur, aber auch in die Entwicklung von Förderprogrammen nah an Praxisbedarfen.
The first phase of funding of the Fonds Soziokultur’s programme NEUSTART KULTUR 2020-2021 featured five project funding strands, linked by topic, over an eight-month period. Around 560 projects received funding. This first phase was evaluated by the Institut für Kulturpolitik der Kulturpolitischen Gesellschaft, led by Ulrike Blumenreich and Dr. Henning Mohr.
As a result of the evaluation of the first phase, the second phase of the programme, “Profil: Soziokultur”, focused on the process design and organizational development of institutions and initiatives hit by crises. The achievement of the scheme’s objectives in this phase, which funded around 650 institutions in 2022, was evaluated by Dr. Angela Wieser and Helena Deiß of EDUCULT in Vienna. As a freelance cultural consultant working internationally, Inez Boogaarts provides a third perspective through case studies of 20 institutions that formed part of the Profile programme and were examined by her closely.
These evaluations provide insight into the outcomes of the Fonds Soziokultur’s NEUSTART KULTUR fund as well as into the development of practice-led funding schemes.
